ANNUAL AND FIVE-YEAR PHA PLANS

Section 511 of the Quality Housing and Work Responsibility Act of 1998 created the public housing agency Five-Year and Annual Plan requirement for all public housing authorities nationwide. The Five-Year Plan describes the mission and outlines goals, objectives and strategies for meeting various housing needs. The PHA Plan also serves as the annual application for the Capital Fund Program grant to support improvements in each public housing neighborhood.

The development of the Agency Plan is a collaborative planning process with HAS staff, the Resident Advisory Board (a panel with a representative and alternate for each public housing neighborhood and the Housing Choice Voucher Program) and a representative of the City of Savannah.

The PHA Plan is submitted to HUD for approval seventy-five days prior to the HAS Fiscal Year, which begins April 1st.

CAPITAL FUND FIVE-YEAR ACTION PLAN

The Capital Fund Program provides funds, annually, to the Housing Authority of Savannah for the development, financing, and modernization of public housing developments and for management improvements. The development of the Capital Fund Program Five-Year Action Plan forecasts capital project work in public housing developments. NOTICE IS HEREBY GIVEN that the Housing Authority of Savannah (HAS)’s proposed FY 2024 Annual Plan and FY 2024 Capital Fund Program Five-Year Action Plan are available for public review through January 8, 2024 at the following links:

 The plans are also available at the HAS Neighborhood Resource Center (NRC) Building A, 1407 Wheaton St. and all HAS neighborhood management offices, Monday through Friday 8 a.m. until 4:30 p.m.
All interested parties are invited to present comments at a Public Hearing on Monday, January 8, 2024 at 10:00 a.m. at the HAS NRC Building B Conference Room, 1407 Wheaton Street.
